The Against Child Exploitation (ACE) project, funded by United States Department of Labor (USDOL), has commenced since 2019 in the Philippines with the view to strengthening the capacity of the Philippine government to address the worst forms of child labor (WFCL) including online sexual exploitation of children (OSEC), and violations of acceptable conditions of work.
Building on fruitful results achieved in Philippines, the ACE project will be implemented in Vietnam in 6 target districts of 3 target provinces (1. Dien Bien – North zone; 2. Da Nang City and 3. Quang Nam Province - Central zone of Vietnam) toward the expected outcomes as follows:
• Outcome 1: Improved enforcement of the legal framework and policies pertaining to the WFCL, including OSEC, and violations of acceptable conditions of work
• Outcome 2: Improved assistance services for victims of WFCL and / or OSEC
• Outcome 3: Strengthened partnerships to accelerate progress in addressing the WFCL, including OSEC, and violations of acceptable conditions of work.
In Vietnam, the project will provide direct technical support and engage with a wide range of government, social partners, civil society and business entities in its implementation to enhance government efforts to counter child labour, to contribute to the national strategy in prevention and reduction of child labor, especially to address WFCL including OSEC.
In order to achieve outcome 1, the project will implement capacity building activities on addressing child labor in hazardous condition, including OCSE, and violations of minimum working conditions. In particular, in September 2022, the project will conduct a training course for Da Nang city Child Protection Committee members.
Da Nang city Child Protection Committee members are trained on laws and policies relating to child labor in hazardous condition, including OSEC, and violations of acceptable conditions of work.
It is expected that after the training:
• 80% participants know laws and policies relating to child labor in hazardous condition, including OSEC, and violations of acceptable conditions of work;
• 80% participants know how to apply laws and policies relating to child labor in hazardous condition, including OSEC, and violations of acceptable conditions of work.
I. TRAINING CONTENT
• Situation of child labor and hazardous child labor (including OCSE) and violations of acceptable conditions of work
• International regulations and standards on prevention and reduction of hazardous child labor (including OCSE) and violations of acceptable conditions of work
• Viet Nam’s law and policy on prevention and reduction of hazardous child labor (including OCSE) and violations of acceptable conditions of work
• Viet Nam’s law and policy related to support victims and children at risk of child labor
• Viet Nam’s law and policy related to handle violations of child labor
II. PARTICIPANTS AND TIME
• Participants: Da Nang city Child Protection Committee members (30 pers)
• Expected time for training: 2 days in September 2022

The successful consultant(s) should have the following qualifications to effectively carry out the training:
• Have at least Master degree in law, social sciences, social works;
• Have knowledge and at least 5-year experience related to child protection, child rights, child labor;
• Demonstrated experience in using training methods that promote the participation of trainees;
• Have experience in research, editing materials on law and policy related to child labor is an advantage.
