Background

World Vision is a Christian relief, development and advocacy organization working to improve the quality of life of people, especially children, who are marginalized and living in poverty.  World Vision helps all who are in need regardless of their religion, race, ethnicity or gender. 
 
World Vision International in Viet Nam (WVIV) is supported by multiple countries and funded through a combination of sponsorship programs (majority) and Private Non-Sponsorship (PNS)/grants. WVIV operates across multiple provinces and implements Area Programs (APs) that focus on communities with high levels of poverty, often including ethnic minority populations. In addition to APs, WVIV implements various Special and Grant Projects to address the specific needs of vulnerable children in both AP and non-AP areas. 
 
WVIV is headquartered in Hanoi, while majority of staff are based locally in Area Programs and project sites across the country which enables them to work closely with government partners and communities on a daily basis.

The Blue Corridor for Biodiversity and Fisheries Protection in Central Vietnam (Blue Corridor) project aims to establish a sub-regional network—the Blue Corridor—comprising officially designated Marine Protected Areas (MPAs) and Other Effective Area-based Conservation Measures (OECMs) with high biodiversity value along Vietnam’s central coast. The project supports local marine biodiversity conservation and promotes sustainable livelihoods for coastal communities through strategic, scalable approaches. It specifically targets women and fishers whose traditional fishing grounds have been reduced. Key project activities include conducting assessments to inform the establishment of new MPA or OECM and to strengthen the management of existing MPAs, community outreach and engagement, awareness raising about IUU, supporting MPA management boards, facilitating community-led conservation initiatives, organising exchange among MPAs and OECMs, capacity-building training, expanding access to sustainable livelihood resources, and strengthening disaster risk management and climate change adaptation. The project implementation will be led by World Vision International in Vietnam in partnership with WWF-Vietnam who is a sub-grantee.

Purpose of Position

The Finance Officer will provide financial management support to the Blue Action Fund Project, ensuring compliance with donor requirements, World Vision financial policies, and national regulations. The role is responsible for accurate financial recording, reporting, monitoring project budgets, and supporting efficient financial operations for smooth project implementation.

Key Responsibilities

I. Project Accounting & Compliance (50%)
-    Review documents relating to payment to staffs and transactions with suppliers, ensure the accuracy and compliance with donor’s requirement and World Vision financial policies.
-    Ensure timely processing of payments to suppliers, partners, and staff reimbursements.
-    Maintain accurate, complete, and up-to-date financial records, including vouchers, invoices, and receipts.
-    Ensure proper document filings and authorizations for all payments.
-    Monitor project budgets and expenditures, ensuring funds are used efficiently and in accordance with approved plans.
-    Closely monitor partner' financial management and implementation of project activities and outcomes in collaboration with project staff;
-    Carry out beneficiary/vendor checked as a part of regular finance monitoring (under supervise/support of National Office Finance team);
-    Ensure adherence to World Vision financial policies, donor requirements, and national regulations.

II. Budgeting & Reporting (25%)
-    Assist in developing project budgets and forecasts in collaboration with the Project Manager.
-    Prepare timely and accurate financial reports, including expenditure reports, burn-rate tracking, fund utilization summaries in line the standards of donors’ and World Vision requirement and management.
-    Support variance analysis and provide financial insights to guide decision-making.
-    Provide Support Office with clarification relating to financial data/report of the Project;
-    Support the Project Manager in monitoring internal & external audits of World Vision for the sake of a proper accountability and transparency;    

III. Project General Support (20%)
-    Coordinate with the Project Manager, National Office finance team, and other team members to ensure smooth project operations;
-    Contribute to the further development of the capacity of project staff and partners in finance management and in preparing financial reports to ensure proper accountability and compliance to grant management and/or donors' requirements if required;
-    Assist National Office finance team in carry out regular field monitoring if required;
-    Contribute to financial management/policy (such as the quality of audits, opportunities for getting advice in the financial area and process improvement);        

IV. Others (5%)
-    Perform other duties as assigned by the manager to contribute to the team performance.    
-    Additional tasks assigned by the manager are completed effectively, contributing to the overall performance, cohesion, and success of the team and program objectives.

Knowledge & Skill

Required Education, training, license, registration, and certification    
-    Bachelor’s degree in Accounting, Finance, Business Administration, or related field.
Preferred Knowledge and Qualifications Qualifications & Competencies:
-    Knowledge of accounting standards, donor financial regulations, and financial management software.
-    Strong analytical, organizational, and problem-solving skills.
-    Attention to detail and accuracy in financial reporting.
-    Effective communication and teamwork skills.
-    Proficient in English and Vietnamese.
-    Proficient in MS Office, particularly Excel, and accounting software

Experience

Required Professional Experience    
-    At least 03 years financial experience with highly developed management and administrative skills
-    Relevant experience in financial analysis and reporting specifically SunSystems/ PMQA reporting 
-    Experience in community development or with (I)NGO. 
-    Experience in grants management 
-    Experience in capacity building for local stakeholders/partners.
