Background

World Vision is a Christian relief, development and advocacy organization working to improve the quality of life of people, especially children, who are marginalized and living in poverty.  World Vision helps all who are in need regardless of their religion, race, ethnicity or gender. 
 
World Vision International in Viet Nam (WVIV) is supported by multiple countries and funded through a combination of sponsorship programs (majority) and Private Non-Sponsorship (PNS)/grants. WVIV operates across multiple provinces and implements Area Programs (APs) that focus on communities with high levels of poverty, often including ethnic minority populations. In addition to APs, WVIV implements various Special and Grant Projects to address the specific needs of vulnerable children in both AP and non-AP areas. 
 
WVIV is headquartered in Hanoi, while majority of staff are based locally in Area Programs and project sites across the country which enables them to work closely with government partners and communities on a daily basis.

The Blue Corridor for Biodiversity and Fisheries Protection in Central Vietnam (Blue Corridor) project aims to establish a sub-regional network—the Blue Corridor—comprising officially designated Marine Protected Areas (MPAs) and Other Effective Area-based Conservation Measures (OECMs) with high biodiversity value along Vietnam’s central coast. The project supports local marine biodiversity conservation and promotes sustainable livelihoods for coastal communities through strategic, scalable approaches. It specifically targets women and fishers whose traditional fishing grounds have been reduced. Key project activities include conducting assessments to inform the establishment of new MPA or OECM and to strengthen the management of existing MPAs, community outreach and engagement, awareness raising about IUU, supporting MPA management boards, facilitating community-led conservation initiatives, organising exchange among MPAs and OECMs, capacity-building training, expanding access to sustainable livelihood resources, and strengthening disaster risk management and climate change adaptation. The project implementation will be led by World Vision International in Vietnam in partnership with WWF-Vietnam who is a sub-grantee.

Purpose of Position

The Project Officer supports the effective implementation of project activities, ensuring coordination, technical quality, and compliance with project plans, donor requirements, and organizational standards. This role contributes to biodiversity conservation, community livelihood initiatives, and project monitoring and reporting.

Key Responsibilities

Project Implementation & Coordination (40%)
-    Assist the Project Manager in implementing project activities according to work plans and schedules.
-    Coordinate with local communities, government agencies, and partner organizations to support project activities.
-    Support community engagement and ensure participatory approaches are applied
Technical Support & Conservation (20%)
-    Assist in the establishment and monitoring of MPAs and OECMs.
-    Support biodiversity conservation initiatives, ensuring technical standards are followed.
-    Collect and maintain data for monitoring ecological outcomes and report to the Project Manager.
Livelihoods & Capacity Building (20%): 
-    Be responsible for implementing the designated activities under the project logical framework, including:
o    Livelihood transition programs for targeted communities, particularly women, persons with disabilities, and affected fishers.
o    Organizing training sessions, workshops, and capacity-building activities.
o    Monitor community participation and adoption of livelihood and DRR/Climate adaptation measures.
Monitoring, Evaluation & Reporting (10%)
-    Maintain accurate records of project activities, outputs, and community engagement.
-    Assist in preparing reports, updates, and documentation for donors and management.
-    Support data collection, analysis, and lessons learned for adaptive management.
Administration & Compliance (5%)
-    Assist in ensuring adherence to project policies, donor requirements, and World Vision standards.
-    Support project logistics, financial tracking, and administrative arrangements as required.
-    Contribute to maintaining an organized, safe, and functional project office.
Others (5%)
-    Perform other duties as assigned by the manager to contribute to the team performance.

Knowledge & Skill

Required Professional Experience
-    A minimum of 5 years of relevant, practical working experience in INGOs in development related projects, preferably with hands-on experience in projects implementation;
-    Experience working with government counterparts;
-    Experience in the areas of marine conservation, coastal community development, or environmental projects or related subjects will be considered as an advantage.
Required Education, training, license, registration, and certification
-    Bachelor’s degree in Environmental Science, Marine Biology, Sustainable Development, Community Development, or related field.

Preferred Knowledge and Qualifications

-    Knowledge of biodiversity conservation, livelihood programs, and DRR/Climate adaptation is an advantage.
-    Strong coordination, communication, and interpersonal skills.
-    Experience in working with local authorities, communities, and NGOs is preferred.
-    Proficient in English and Vietnamese.
-    Computer literacy, including MS Office and data management tools.
